周孝怀,男,汉族,1962年8月生,湖南省武冈市人。海南大学法学院教授,法律硕士生导师。

主要从事宪法学与行政法学教学和科研工作,担任法学硕士研究生、法律硕士研究生宪法学专题、行政法学专题等课程的教学工作以及本科生的宪法学、行政法与行政诉讼法等课程的教学工作。
