毕业于北京大学，分别从河海大学、荷兰ITC获双硕士学位，后就读于澳大利亚阿德菜德大学、昆士兰大学、南澳大学获信息学博士学位，曾执教于南澳大利亚大学任助理教授、澳大利亚堪培拉大学Agrco中心任研究员、以色列Technion博士后研究员。

博士，教授（二级岗位教授），博士生导师。曾任海南大学信息科学技术学院院长、海南大学信息科学技术研究院院长，现任海南省海洋通信与网络工程研究中心主任、信息与通信工程博士学位一级学科责任教授，海南省省级重点学科通信与信息系统学科责任教授。

近年来，研究兴趣集中于海洋通信、E-service、计算机网络及其在应用等方面的教学科研

国家科技奖励评审专家，任海南省电子学会 理事长，英国格林威治大学兼职博士生导师、电子科技大学兼职教授、澳门科大博士生导师、澳门城市大学兼职博士生导师。

海南海大信息产业园董事长、纽康信息系统有限公司(海南)(中日合资) 技术总监，副董事长。

担任International Journal of Networked and Distributed Computing (IJNDC)（Amsterdam ） Invertis Journal of Science and Technology、《电子与信息学报》编委，旅游科学等中国期刊编委。

International Journal Signal Processing、Journal of Systems and Software、International Journal of Software Innovation(IJSI) 、 International Journal of Computer & Information Science (IJCIS)等国际学术期刊的学术论文审稿人。

分别六次担任电气和电子工程师学会（IEEE）在英国、韩国及中国召开的国际会议共同主席、程序委员会主席：和亚洲计算机和信息学会IEEE /ACIS SERA2009大会主席、IEEE和ACIS SNPD2010大会共同主席(英国), IEEE和ACIS ICIS2009程序委员共同主席(韩国)、CSTRWC2010大会主席(中国)、ICAIT 2010大会主席， 中国多个著名国际学术会议的主席、程序委员会主席。

近五年来发表学术论文78篇（其中，SCI/EI检索论文53篇）；获省级科技成果进步奖二等奖二项、三等奖一项、省级教学成果二等奖一项。出版普通高等教育“十一五”、“十二五”国家级教材2部、国家级职业教育培训规划教材4部、教育教改工程配套教材（清华版）3部教材部。
